Research Officer, Assessment Research - 2 Year Contract
Job Responsibilities
Successful applicant will play an active role in conducting research on educational measurement and assessment issues. The incumbent is also expected to develop assessment services and products that are fit for purpose, educationally sound and positively transforming for stakeholders. The key responsibilities include:

Conduct research studies which focus on harnessing technology to assess complex competencies for 21st Century education

Apply statistical techniques to support assessment-related analysis
-
Provide project management and consultancy services for assessment projects
Job Requirements
-
Tertiary qualification in Mathematics and/or statistics-related field, with at least 3 years of experience in research studies, educational measurements and/or data analytics (e.g. machine learning & data mining)
-
Proficient in the use of statistical analysis software (e.g. STATA, SAS, RUMM2020, R-Programming, etc.)
-
Experience in the use of coding applications (such as Visual Studio) with C/C#/C++, Visual Basic or Java Programming, will be useful

Experience in the education sector will be an advantage

Adaptable, meticulous individual with excellent analytical skills

Research Officer (Data Science), Assessment Research - 2 Year Contract
Job Responsibilities
Successful applicant will play an active role in handling, analysing and mining data to provide meaning analysis and visualisation for decision making. The key responsibilities include:

Analyse data and build predictive models and machine learning algorithms
-
Apply sound methodologies in data science, statistical analysis and data mining
-
Perform data visualisation to derive insights and value-add to decision making
-
Develop automated marking models for different subjects with constructed responses ranging from answers that are one sentence in length to complex answers requiring an essay or analysis
Job Requirements
-
Tertiary Qualification in Data Science, or Computer Science, or Statistics, with a minimum of 2 to 3 years’ experience in manipulating data sets, building statistical models and hands-on experience in machine learning applications

Experience in programming and proficient in Python/R/C++
-
Possess knowledge of a variety of machine learning techniques (such as clustering, recommender systems, Natural Language Processing, Deep learning etc.) and their real-world applications

Possess knowledge of advanced statistical techniques and concepts, such as regression, properties of distributions, statistical tests, and proper usage, etc.

Assistant Manager / Manager (Exam Admin), Exam Operations Division – 2 Year Contract
Job Responsibilities
The successful applicant will play an active role in the planning, administration and delivery of national examinations. The key responsibilities include:

Managing the planning of schedules and resourcing for examination activities.
-
Managing in-house IT systems (i.e. exam systems) and perform User Acceptance Tests.
-
Being involved in the administration and the conduct of pre-examination and examination activities, including the nomination and management of Examination Personnel, as well as the conduct of practice and actual examinations.
-
Liaising and engaging with schools and the public on national examination matters.
-
Conducting briefings and/or training for schools and examination personnel.
-
Handling irregularities and emergency situations during the examinations.
-
Ensuring security in the delivery of national examinations.
-
Supporting e-examination matters.
-
Ensure accuracy and timeliness in the arrangement and conduct of pre-examination and examination activities, as well as the processing of examination data.
-
Reviewing work processes, guidelines, and procedures to enhance operational security and efficiency.
Job Requirements
• At least 1 year of working experience in administrative and/or operations-related work.
• Candidate with experience in managing, enhancing and testing IT systems will have an added advantage.
• Possess strong analytical, proficient problem-solving and good stakeholder management skills
• Possess an innovative mindset and a positive working attitude.
• Possess a high degree of integrity.
• Able to multi-task effectively, and is result-driven and meticulous.

Assistant Manager / Manager (Corporate Communications and Partnership), Corporate Cluster – 2 Year Contract
The successful applicant will play an active role in managing and maintaining SEAB’s image as a trusted authority in the examinations and assessment, and as an organisation that is customer-focused to better engage SEAB’s stakeholders through appropriate platforms and channels.
Job Responsibilities:

Processing and handling public queries and escalated cases (such as cases escalated to Political Office Holders and the management of Ministry of Education).
-
Ensuring the delivery of high quality and effective services to stakeholders.
-
Conducting analysis of customers’ feedback, identifying customer needs and translating them into service journey goals, opportunities, experiences and measures of success.
-
Using service tools and technologies to enable end-to-end service delivery for improved service experience and productivity.
-
Working with stakeholders to map current processes and identify pain-points, redundancies and bottlenecks using continuous improvement frameworks such as Service Design Mapping.
-
Developing ground strategies to engage stakeholders in a coordinated and sustained manner to educate and seek buy-in of SEAB’s policies and processes.
-
Planning and executing plans to facilitate corporate visits and engagement sessions conducted by SEAB for external organisations or educators.
-
Working with internal stakeholders to identify and deliver suitable digital collaterals that drive external engagement across different digital platforms (e.g. website, videos, publications).
-
Conceptualising and proposing engagement strategies and new narratives for SEAB’s Heritage Gallery to engage external stakeholders.
-
Working with internal stakeholders to create multimedia content, including but not limited to infographics and videos for social media channels.
Job Requirements:
-
At least 2 years of experience in a customer service environment, preferably in the public service.
-
Familiar with the Customer Relation Management Systems such as Call Management Systems, Case Management Systems, and with the use of Microsoft applications e.g., Microsoft Excel.
-
Experience in event management, social media content mangement and/or design work with a strong aesthetic sense in design and creativity would be advantageous.
-
Knowledge of Service Design Mapping would be advantageous.
-
Possess strong communication, stakeholder engagement and project management skills.
-
Proficient in data analytics to generate insights to drive operational improvements.
-
Ability to take on challenges with thoughtfulness, drive and appropriate urgency.
